Connor and Lester found Cutter exactly where they had left him: sitting in the lab, staring at the photo which had been dropped off in the middle of the ARC.
"It's real, professor," Connor said, having scanned and repeatedly (re)checked the photo for evidence of tampering or manipulation.
“We can’t have this,” Cutter said, not looking at them.
Written on the back of the photo were the words

In the photo, a small flock of ichthyornids were plainly visible wheeling alongside a white lighthouse.
“What do you suggest?” Lester inquired. “Fine them for building without a permit?”
